Usually a window pops up saying your virtual memory is low, meaning you've already used up your main mem. Installing more memory is always a good idea, as more, and more of todays programs require it, and more mem. takes a load off of the processor. However running slower, and slower as time goes by, usually means you need to clean out your system.

If you are running windows, then press CTRL+ALT+DEL and select the task manager.
Click on the performance tab, and look at the page file usage. If you are using a lost of page file, then your computer is running out of memory and having to use the hard file as virtual memory. More real memory will help.
Old memory is expensive. If you are thinking of upgrading some time soon then don't but old memory, upgrade sooner.
If you just run basic tasks, you might consider putting Linux on your system. Windows is a memory hog, Linux will run faster.

Personally a computer should be updated every 5 years so instead of putting more money into that system which will eventually become obsolete really soon you should put it towards a new or newer computer b/c they have already stopped supporting win 98 and it would be in your best interest to do it trust me. Just don't buy an HP or Compact b/c they are really low qualitity computers and will break something with in about a year unless your really lucky.

right click on my computer and go on properties and it will tell you how much ram you have. if your computer is 7 years old then i strongly recommend to buy a new one, or at least upgrade most of the stuff because its not gonna make much difference if you upgrade just the ram. If you want to make it super fast to play the latest games then you should upgrade, if you just wanna check mail and stuff then the ram is the best choice

7 years old.. huh.. ok.. a good rule of thumb is.. if you are running Windows 98se you should be fine with 256MB same goes for Windows ME.. but if you are running Windows XP 512MB to 1 GB is best.
