I dont know why your IP addresses would be in different ranges if they are connected to the same router....
Your routers IP address is 192.168.2.1 so it should have a built in DHCP server that assignes the computers an automatic IP address in the sam range, something between 192.168.2.2 and 192.168.2.254.
Also your computers should both have file and printer sharing enabled, Make the workgroup name on the computers the same and then place the IP addresses of the computers in each of the computers firewall trusted zone.

There's noting wrong with your router, there's nothing to do with the gateway... first, the IPs you are talking about are generic localised IPs generated by the router, and by the computer... everyone's IP will say that.
If you want your computers to connect to one another, try turning off your firewalls, and your AV (anti virus) software; (you should always do this when making a change like this to begin with). Make sure that they (both computers) are in the same workgroup... (make a name up; workgroup-zed), restart the pc's and right click the my comp icon, see if you can now see each of the pc's... you should.
next turn back on the AV/firewalls, but make sure that each computer is on the list of "allowed" intrusions. My guess is that your problem is with software; (firewall, AV, etc), not hardware. Also, if you use Windows defender, turn that off too! configure everything, get'em talking, then turn the stuff back on. If you're worried about protection, disconnect from the internet, and reconnect after the home network is talking!
contact me, if you need more help!

The router is a router, not a network hub. But make your PC IP addresses very different, say 192.168.2.10 and 192.168.2.11. Make the subnet mask 255.255.255.0 and set each PCs gateway as 192.168.2.1. I don't know if this will work but it's worth a try.
You may just need to buy a simple 4 port hub.

One port on the router is marked WAN and should connect to the dsl or cable modem. The other side should have at least 4 ports. These should automatically issue the ip addresses to the pcs. I have some doubt about what you have being a router. Check the manual.

only 2 ports?
nver heard of a router with only 2 ports
and are the ips fixed or can you adjust them?
if both computers use the 192.168.2.1 gateway, how is it that the 3rd octect is not 2 instead of 1?

reset the router to factory defaults .
Press the reset button on the back with a pin.
With all of your knowledge you have changed a setting for the worst.
Routers are easy to set up.
A little knowledge in your case is not a good thing.
Reset the router and try to keep it simple
Networking is hard enough without making it complex for no reason.

Do the two laptops have wireless? if so turn it on and permit it test on your instant router. connect and it might ask for the password... Passwords are often placed on the backside of the router
