The first thing I would do is check the fuel filters to make sure they are not clogged if they are not I would change the mechanical fuel pump the car already has both of these are simple and cheap to do and one or the other is most likely the problem.

Question: does your car contuine to run, once it start's, then can u turn it off, and restart it without pouring gas down the carb, if u can, then it's not your fuel pump. when was the last time u changed your fuel filter?. Is your carb, or fuel lines leaking?, if u can take off a fuel line, and gas comes out, when u turn the key to start position, it's not your fuel pump. Your carb is either leaking, or it's way out of adjustment, or it's just plain shot. Question: if u know how, take your carb off, and disassemble it, and check your floats, it may just need to be rebuild, how old is it?, if u don't know how to do that then i suggest u buy a new carb .when u have a fuel problem, always check for fuel delivery from your pump, if that checks out ok, then your carb need's to be adjusted, or if many years old, rebuild it, or replace it, and if your still not sure, take it to a mechanic, who does fuel repairs. hope this helps.

How long does it sit before it drains out? The last time I had a problem like this it required a rebuild on the carb. Adding an electric fuel pump will help. it's wise to put one on there anyway to keep it from vaporlocking. you may want to double check and make sure all your return lines aren't cracked. allowing air in to the system will evaporate the gas out of the bowl of the carb very quickly. check for vacuum leaks and rebuild the carb.

take the line off from the carb and turn the engine over,to see if its got volume, also does the choke work? if i were you i would change the fuel pump and get a kit for the carb and a can of carb cleaner and overhaul the carb.sounds like the fuel pump isnt holding pressure, probably the diaphram is weak in the pump.
