There are a few TV shows that specialize in just this type thing. ie This Old House, Ask This Old House. Also you may try Habitat for humanity, or civic groups like the Lions Club, The local Masonic lodge, etc. Maybe one of the larger churches in your area?

Instead of waiting for some TV show to come around and make your dream come true, get on the phone with Habitat for Humanity. Call the local Catholic Church and the Knight of Columbus there, they go hand in hand in working with people that need help. Call the American Legion and the Vets. They all have people that help the needy.
You can even let the local high school know. Don't put the kids down or short change them. They have a good incentive program and go out on week-ends to simply clean up yards, paint and rake, cut grass and, they're happy to do it.

Not sure but check habitat for humanities, and call some local contractors they might have done this before donated time and material. If you go to Church, alot of net working can be done there as well.

try united way, or a local aid program, we have one called christmas in april, south bay area, ca.
