In my experience as a programmer, you'll never fully learn and understand a programming language... its just like any language even your own, you'll never learn how to use every word or the meaning of every word. For example, many people will create different packages and classes for their programs, thus some methods or clases could be modified, changed or renamed... etc... there are many factors that influence this =)

It depends on if you're really going at it trying to learn it and things like that. If you only look at the language a few times a month or something like that, it may take longer than it would if you were to read books on it and practice it every day.

To learn the basics of procedural programming and control structures - a few hours. To become and expert in like object oriented design - years.
