My German Shephard does okay with my cat but he loves to chase the cat. So as long as the cat doesn't run or try to move the cat is fine. However, my dog will guard the cat, walk around in circles and wine. And if he thinks I'm not watching he will lick the cat until the cat decides to make a run for it. If the dog(on the rope) and cat are outside he will wine and jump until the rope breaks and chase the cat out of town. (We live on the edge of town). Any suggestions?

Usually dogs and cats will work out their differences on their own, but in this case you might want to intervene a little. Try using a combination of positive reinforcement and mild punishment.

When your dog is in the same room as the cat, and he behaves well, give him a treat and praise him. If he starts barking or chasing, hold his collar or sternly reprimand him. If you catch him in the middle of doing something bad, like chasing or whining, do both: reprimand him when he's acting bad, like whining or chasing, and then as SOON as he stops, give him a treat and praise him. You can keep a spray bottle of water nearby and give him a little spray in the face when he acts up. I hope that helps!
