In Europe Russia did have more influence, especially after the 1917 revolution. Whereas, in Asia, Japan had more of an influence, especially after 1895. I am talking economically and militarily too. Today, they are equally influential.

Economically, I'd say Japan for obvious reasons.

Militarily, I'd say Russia because Russia has a military and has thermonuclear warheads.

(Who the heck calls Russia the Soviet Union anymore anyway?)
