plus my apt. overlooks the kiddie park...which is very noisy. I like the apt. complex...have lived here for years...what is your opinion?

I don't think you mind the kiddie park as much as you do the neighbors.
If you have the money,time,and help to move, tell the apt complex to move them or you want a befriend apartment, and tell them why.
more then likely there going to tell your neighbors you complained and thy need to be quiet, witch may start **** for you .
be nice about it and they'll work with you a lot more.
If thy say no and you have a less pull it out and take a good look at it it may say something about you making unnecessary noise bet its on your neighbors less also.
that's your way out of a less if you need to with out any penalties.
As a tenet you have the right to live in a Clean, Quite, Safe, and well maintained apartment that's you right.and thats in every state.

I have done that when the neighbor across the hall had constant traffic for her drug dealing. The landlord moved us rather than deal with her dangerous partners, but shortly afterward, they were killed and people in the apartments around them were hurt, so the landlord was fined and sued and is one sorry man now.

bang on thier door and tell them to shut the h*ll up and if they persist, call the cops and report them for noise disturbance. i had this problem once and threatened them with the cops. they were pretty nice to me actually the first time, but some other neighbors never got the point and actually moved out b/c i reported them and they were charged. good times.
