chances are they will make major changes. the WWE always does there best to boost ratings in the summer (ECW invasion was a big deal last summer and the title actually moved around a few times)
if they include the wrestlers that are injured in the draft expect to see:
Cena and Edge swap shows.
Kennedy to Raw
Orton will probably be put on ECW or smackdown
Umaga and Snitsky will be on the same show...not sure which Hardys will likely continue on Raw
Cade and Murdoch could be shipped to smackdown.
If ECW wants a tag division Cryme tyme and the highlanders will bounce that way.
HHH and HBK will never leave RAW.
CM punk and elijah burke could find themselves promoted to smackdown.
Batista, booker t, boogeyman, finlay, mark henry, kane, and mysterio will all probably stay on smackdown
ECW will be filling up with guys like eugene viscera and val venis
Masters and benoit will switch spots.
Nitro will be moved off raw with unless they need melina on raw.
They need to make changes. Of all my predictions the least likely to happen is cena moving. doing so would boost ratings on both shows because most people who watch raw hate him because they pay cable to see good wrestling and he isnt good enough to have the belt. Smackdown fans loved mysterio and guerrero and is usually watched by kids for free on CW/UPN they love Cena and are all about the cartoon like gimmicks (AKA boogeyman lil bastard etc...) he'd stay on raw due to politics. he and Vince mcmahon get along very well and vince considers his top show raw and top wrestler to be cena so he will more likely than not be willing to kill his ratings by NOT making the trade...other than that everything else has good reason to happen albeit its hard to imagine they'd do everything i said.

I think that it will be minor changes. i think this time they might switch the US and IC titles like they did with the World and WWE titles in 2005. I don't see what's th point to have a draft with all the people appearing on all shows and all PPV's being crosspromotion.

with all the long term injury to the roster right now and stars leaving for other companies there really isnt anyone who would really have a huge effect to either show. most of the talent are younger wrestlers just getting their push. the shows seem to feature the other brands wrestlers frequently anyway, why even have a draft?

Big changes are inevitable considering the Main Event scene. I see a lot of upper-card jumps and pushes until then.
There will definitely be minor changes, there always are, and it's more likely considering the shrinking main event picture. Hopefully they get both Hardy's on one show, or let them do their own thing for once.

Hopefully major changes. Raw has been sucking as of late and if they bring so 'fresh' faces in it could be alot better.
