For all but the coldest part of the year yes it can. Once th water temperature in the pond drops to below about 72 the fish will start having problems and below about 65 will kill it fairly quickly. One problem you will face with such a brightly colored fish will be predators such as cranes that will be able to spot the fish easily and will hunt it until they catch it. You can try covering the pond with a mesh if you see predators near the pond or growing a heavy growth of thick plants around the edges of the water (in the water) to help provide shelter for the fish.
