There are a great many older guys (i.e., too old to care about teen fashions) who will think that layering under a T-shirt is stupid. The portion will approach 100% for layering under ANY shirt as the outside temperature approaches (or passes) 100 degrees Fahrenheit.
If you are a stereotypical teen, this thought should comfort you as you sweat in order to be of the moment and defy the wisdom of your elders. Otherwise, it should comfort you as your ultra-fashionable contemporaries sneer at you for being physically cool but not with-it cool.

in formal settings, business meetings, work -- its better to have one, especially if the scene is fairly conservative. once you met your client and are home free you can always slip it off and toss it in your bag/briefcase.
school, again know your environment. i'd wear one only if i chose to unbutton my shirt (which looks great if you got some funky threads and a cool necklace/chain to go with it). if you're thinking about wearing a beater under a t-shirt, my only real comment is 'why?'
if you carry yourself in a non-exhibitionist manner, you should be fine to go without, even under an unbuttoned dress shirt. however -- know your surroundings.

It's just an undershirt, for the purpose of
1) nipple/bra outline coverage
2) layering to look "cool"/show less skin
3) layering for warmth
It depends on your preference. Try it out for yourself and see what you like.
Prior to the late 1930s, men always wore undershirts; however, Clark Gable once eschewed this tradition in a movie of his and by doing so brought the undershirt industry to ruination.
