Hi. I posted a similar question a few minutes ago, but it was asked incorrectly.

I am seeking a male sulcata tortoise, any age. I am from the Ottawa area. I do not have access to a car. I was wondering if there was anyone in here who breeds and sells tortoises, or simply has some to give away. Im not sure how much one would cost me - im a science university student.

If you do breed and are willing to sell tortoises, would you please contact me. Thank you very much for your time and patience. Cheers!

As a student I assume you have researched this choice fully. The reason you are having difficulty finding one near you is that they are such poor candidates as pets for most people. Rescue facilities take in a large number that people have purchased as hatchlings only to give up later as they start to get big. They become like eating and defecating minature tanks that can butt their way through dry wall.
I've included a care web site, if you read no other part please read the section headed "Final Note"

I have one the only maintenance is they need a lot room and need a very large pen for them to move about in ,a lot of heat about 90 to100 degrees and uvb light of 10 for desert reptiles! They eat dry grasses of the africa deserts, they can eat the grasses in your yard as long as they aren't sprayed with chemicals! They get very large at about 30 to 36 inches in shell!
