Just because you disagree with someone and his policies does not mean that person is a war criminal.
Stalin and Mao were responsible for many more deaths and neither of them were charged with war crimes. Likewise, Harry Truman dropped TWO atomic bombs on a island nation which no longer had the means to threaten anyone beyond their shores.
I am not defending Bush or Cheney, but I think calling them "war criminals" is a bit exagerrated.

Read the Geneva Convention and The Charter of the United Nations. If you find something specific to charge them with go for it Bubba. Be careful though you may come up with something that a Democratic President has also done. Good luck finding a court willing to take that on.

Bush, Cheney & Co. dedicated somewhat some conflict crimes around the globe and enormously in Iraq and Afghanistan. they're certainly conflict criminals and no diverse than Nazis that have been prosecuted in the time of Nurnberg Trial.
