Only if you subscribe to a Internet Fax site or you can plug your built in fax modem into your phone line and download some fax software and do it over your phone line.

Check out http://www.download.com for some free faxing software.

The short answer is no. You have to have a telephone line to be able to fax. The only way I can think of possibley doing it is some kind of service that would receive your fax via broadband and send it out over a phone line. If there is such a thing you probably have to pay for it. When in doubt Google it!
