Underground would be better. The day is closely approaching when this will not be an option, but a requirement. Global warming is quickly upon us as is overpopulation.

Forget, deep sea colonization. It would be too costly and dangerous to make it work.

However, near surface (10 m to 30 m below the surface) colonies might work. The problem is it really won't be needed anytime soon. Right now 80% of the world's human population covers about 20% of the land surface. There is plenty of room.

No the pressure difference alone would make it not worth it. The cost of decompressing everytime you wanted to go to the surface would be enormous. Plus the cost of producing structures that can withstand high pressure for long periods of time.

Not really. The cost would be colossal, the engineering a real challenge. It would rely on life support systems to work without fail. Any problem and everyone dies real fast.
