Just like the hair on your head grows at different rates so does the hair elsewhere. Its due to heredity factors and diet. Some foods do help stimulate faster hair growth as do some vitamins.
The heredity factor you can't change.
And Andy is wrong, men with high testerone levels tend to go bald faster!

Your question is not clear - do you mean than the other hair on their body, or men with beard and moustaches having faster growing hair than men without beards and moustaches?
Hormones would be the most plausible reason.

Some guys just have faster growth--the 5 o'clock shadow guys are usually a lot hairier overall than other guys. Race makes a difference too, blacks and asians usually have slower hair growth than caucasians.
