Yeah. Cause you don't plan on messing up because you think that nothing will happen and you don't think of the consequences because you think nothing will happen you will get away with it.

I think it's all because they don't think they will get caught. They may realize there are consequences, but since they can 'get away with it' the negative results don't really occur until it's too late.
