By all accounts they apparently have none. They may have a set of written human rights but it is given no authority.

Brazil rejects U.S. human rights report
The annual report, which was released on Tuesday by the U.S. State Department, said people who were arrested by law enforcers in Brazil were abused, spanked and tortured. And while the Brazilian government has made efforts to redress human rights abuses, it has rarely held to account those responsible for the violations.

Uh, who are the yankees to tell us about human rights? Aren't they the one that condem underaged people to the death penalty? Aren't they the ones are holding inocent people in Guatánamo for 5 years without any right of selfdefence?

I'm Brazilian, I'm free, and I live in a democratic country. And honestly, if some kidnapper or murderer suffer torture in our prisions, I don't ******* care.
