it may be locked up,if it is ,you can put in reverse,and then forward gear again ,and it might release,this happens a lot ,but usually in the winter time when its real cold,but the back brakes may be adjusted up to tight on it,if not you will have a problem to deal with,because the cable has to release before you could even get the back drums off of it try rocking it back and forth that may make them release,good luck with it,some of those can be really stubborn to get to release,hope this helps.

E=brake cables are probably corroded in the sheathing and sticking----spray down the cables/sheathing with a rust penetrant like Liquid Wrench and let em sit for several hours....then try the e-brake mechanism again. Work it several times to free up the cables. You may have to replace the cables if they're really bad or unscrew the adjusting nut where the front cable from the mechanism attaches to the rear cable connector to let off the pressure.

most time,s the problem is in the cable,s & casing.....the inner cable get,s jamed in the casing....it may not release...replacement is usually the only cure.....you can cut the cable,s at the rear brake,s to free it up...this must be done as near the backing plate as possible....this will free up your brake,s untill you can replace the cable,s........this only apply,s to cable type parking brake,s....not hydraulic.

either the release lever itself or the return spring on the pedal may be broken.Try pulling the lever and see if you can manually pull the pedal up with your toe
