When buying land, there are two different 'rights' that can be bought. surface rights are just on the surface and not underground and then there are ground rights, the portion under the surface. The ground rights are the ones that, if oil were found on your property, the ones that could profit from the oil, the surface owner does not.
Different states have different definitions of how far the underground rights go so the actual answer to your question is to see someone in your states land department and ask them.

depends on where you live--in most states you own what's under the land--in Hawaii, the state reserves the right to all minerals, ect. found below the surface (including oil--although I've not heard of any oilfields here)

yes you do because my stepdad & his brothers and sister owned some prperty and they need all their permision to drill .but they all didnt
