I dont want to replace the outlet, just the cover.

It is recommended to because just inside the cover are bare live wires attached to the outlet. Also the screw holding the cover on is part of the grounding system so if there is a short it maybe live also. As long as you do not allow anything to go inside the box you should be ok in theory although I think its better to be safe than sorry.

when you change any single or double socket outlet or any electrical outlet you must always isolate. to the back of a socket outlet (plug point) you have all the wiring if there is a loose/detached wire from the rear terminal of a defective cover it is dangerous practice to repair/replace cover live.

No. Just make sure the screwdriver doesn't touch any metal parts inside the hole.

No. But please don't touch anything beyond the screws with your screwdriver or you'll fry.
