Basically, it's something that crops up, that was not planned.

well unforseen is unexpected and circumstances means the existing conditions or state of affairs surrounding and affecting an agent , so i guess unforseen circumstances mean: enexpected conditions or affairs

Something that hapends that you could not predict. For example my neighbors had their house burn down on Tuesday....I would say they did not forsee this....How many ppl every have their house catch fire? Then what would the chances of you being one of this small % of ppl be?
