Alright...first of all:

1) must I use special decoupage glue, or can I use diluted white glue? And if so, how many parts of water to glue should I use?

2) once the design is set, how many coats of varnish must be applied over it?

You don't need to use special decoupage glue, but some brands can be better than using thinned white glue or ModPodge (like Royal Coat, for example). I don't know the exact proportions of water to glue, but basically just thin it down till it's easy to brush on.

Once you've finished with the layers of paper or whatever, the number of extra coats required (of thinned white glue, ModPodge, Royal Coat or even acrylic sealer for bare wood or for acyrlic paints) is just as many as it takes to give you a completely smooth surface, with the edges of any paper, etc., not able to be felt.
