Neon tetra disease is caused by a really nasty little sporozoan named Pleistophora hyphessobryconis. There is no need to clean out your tank however, no matter how nasty the disease is. The only way a fish catches NTD is by eating infected material. If you remove the diseased fish before they die in the tank it will not spread. It's not treatable once a fish in infected, not very easy to control and prevent. Just remove any fish that you identify as having the disease and it will not spread to any other fish.

ADDITION: Since one fish has died of NTD in the tank, you will want to watch the other fish very closely for any signs of the disease. If they show signs, remove and euthanize them as well. Just because a fish died in the tank with the disease does not mean all the fish in the tank are doomed, it just means the chance exists that they have caught the disease.

I wouldn't clean out your whole tank,it would probably cause more problem than it would solve, hopefully you are cleaning it once a week with a gravel siphon and replacing about 20% of the water.I think the key to controlling neon tetra disease is to remove infected fish as soon as you notice the problem. You should probably get some more neon's as they are a schooling fish and your one may get stressed out alone, they really should be in a group of 5-6 anyway but 3 is the bare minimum. Here is some information on the disease:

First off, people will understand your question once you spell all your words correctly. I think you mean "neon tetra disease"--right? All you have to do is just put your other fish in a bowl while you clean your tank out thoroughly (keep some of the water from the old tank and don't wash a little bit of the gravel to keep the beneficial bacteria there) and then put everything back in when you're done. :)

actually theres no real way to get rid of neon tetra disease what you should do is clean the tank thoroughly and place it in direct sunlight for about 1-2 days to kill the bacteria

I'm assuming you mean "disease"
To clean out your tank, remove the fish into another tank and rinse out the gravel and re start the set up.
However, neons are tricky and if they're sick, they'll die soon after purchase.
