Just click on trees or plants infected with bugs and choose spray. There's pesticilin not pesticide for sale from the gypsy woman or the garden cludb representative.

If you want your sim to become a plant, that one particular sim must do a lot of gardening or atleast spray a lot of plants and must have the golden badge in order to become a plant. Also, once they are a plant, they can make a sim baby that way and it'll only take a few seconds before the actual baby will be born.
For the pesticides, I believe you have to call the garden club and you must pay so much for a certain amount just incase if you want your sim back to normal, or at least if your sim becomes a plant and wants to be a normal sim like before this incident ever occured.
