If the square is 11 x 11, using the Pythagoren theorem, the diagonal of the square is 15.55 inches, or just over 15 1/2 inches, so a circle with a diameter of 15 3/4 inches or more should do the trick.

yep...at the outer points of the diagonal the measure is 15 5/8 inch. so without P are or anything else I suggest as an overlap a circle with a 16 inch diam. would do well.

Well... If you're talking it has to fit exactly over the square then the bare minimum that is has to be is the sqare root of 242 which is approximately 15.56", (15.55634919") but that's like... Bare minimum. so i'd go with something more like 16" and a half or something like that.

15.4296" diameter will cover the square completely.
