Dutch weather is REALLY unpredictable.

It could be hot and sunny or really cold and wet! To be safe bring something warm to wear!

Usually at least 20 C but it's the Netherlands...

You can have anything from Sunny 25C-30C (75F-85F) (which it was most of July last year, but it's extreme), to 15C-20C (60F-70F) with rain all day (which was most of August last year, again extreme).
Minimum temperatures are from 10C-20C (50F-70F).
Of course thunderstorms are also a possibility in July.
