It is stuck with the color blue and won't give me the option to change the background.

In xp right click, properties. In vista right click desktop personalize. I agree with the otherguy that a theme might have been changed ou can cahge it back there or use one of the other cool themes that you get from ms. If you download a theme download only from reputable site (one linked form windows marketplace). NOT webshots orhotbar or their ilk or those "cool, free themes" you see advertised, they are spyware.

Are you able to right click and choose properties?
If yes, just go the the desktop tabl and do the necessary chances.

If no, this means that the administrator has disabled the particular option.

click start, click control panel, click appearance&themes,click change the desktop background on left hand side scroll down list of options. or alternatly go into your pictures, choose one right click & scroll to set as desktop background.

right click te desktop

chose properties

move overto the desktop tab

chose from the list or browse for your own image
select ok if you were browsing

and wen you have chosen your click apply

and there ya go

maybe you should change the theme instead
