PAINT ISNT THAT GOOD BECUASE WHEN I PUT LIKE A WATER BACKROUND AND PASTE A PICTURE ON TOP IT PUTS LIKE AN ANOYING WHITE FRAM ON THE PASTED PICTURE. IS THERE A PICTURE EDITOR THAT CAN DO THEM PROFESIONALY?

Try PaintShop Pro, its cheap and cheerful and powerful.
Or try GIMP, which is free.

There is a free open-source image editor called Paint.Net. It's nothing like the paint that comes with Windows. While it isn't as powerful as photoshop, it is very easy to use, loads quick, and has a lot of features.

Adobe Photoshop CS3 is very expensive but will do what you are looking for. You could also search for Paint.net on the web.. its free and much better than MSPAINT!!

print shop is good and inexpensive but adobe photoshop is a lot better if you want to spend the money that is what i use

Give fireworks a try. I can edit vector and bitmap images.
