i am sittin in my room and can hear music which i think is from the hotel up the road but it is about a mile away. can wind carry this sound?

A couple different things can cause sound to travel especially well. Both of these are related to refraction - the bending of waves when the speed of the wave changes.

Sound waves travel faster in warmer air. If the temperature of the air near the ground is colder than air higher up, then sound waves traveling slightly upward will bend downward. This tends to "focus" the sound waves back toward the ground and can help amplify the sounds when you are far away.

The same thing happens when the wind is blowing toward you. The wind near the ground tends to move slower and the wind higher up is faster. This also refracts the sound waves back toward the ground. (When you are upwind from the source, the opposite occurs, and the waves tend to refract upward, making the loudness decrease.)

If the sound was carrying especially well, I bet either there was a temperature inversion, or the wind was blowing from the hotel toward you.

You can put it this way. It is air that ' carries' sound. Since wind is moving air, yes, wind can trasmit sound. Air is a medium which can transmit sound waves until their intensity dies down. And yes, you can hear it also because the sound emitted is between the frequency range of 20 Hz to 20000Hz.
