Now obviously programs have illegal uses, downloading copyrighted information, using viruses and such to maliciously attack another persons system, but my question is are any of the programs themselves illegal, not just the uses of the programs.

This is a rather subjective question. The software itself is generally not considered "illegal". It depends on what use you put it to.

Key logging software is not illegal but if you install it on someone's computer to gain information you are not authorized to, then that is considered "illegal". In the same way, even a virus is not an "illegal" program until you use it maliciously.

Also, cyber and computer laws vary in different countries.

Program such as root kits I do believe are illegal. Keystroke loggers are illegal to the best of my knowledge as well. Virus progrma themselves, although morally wrong, are not illegal yet.

Your point is well taken. Youre right, it's the user.BUT just having the program may be "conspiracy to commit..."

If this is serious ask a lawyer, not us. But if its a rhetorical question, you're making a good point

linewire is illegal i think if u use that imeditly delete the programe and never go on the cammand line on ur computer u could hack someone and u dont even know that u did!

Some programs can be considered illegal.
Example programs that bypass copy protection can be a violation of DMCA in the US.

any program that volates a law or helps in volating a law can be considered illegal depends on where you live
