My advise to you is that you go to start, control panel, security systems and open your security and turn off, Windows Firewall. (You can not run two firewalls). Windows firewall is not really a true firewall, because you are only getting one way protection from incoming rogue packets. A true firewall must protect you incoming/outgoing. You need protection for outgoing, so that your personal data does not leave your pc without your permission .

Download the free home for personal use, Zone Alarm.

http://www.zonealarm.com This is an excellent free firewall with two way protection and you will get daily updates if needed and all new versions will download automatic over the old versions.

Then you should be able to log into Windows Live Messenger. If you still are unable, I suggest you remove the program and reinstall with your new firewall. Always check off remember and allow what you want to access, or the firewall will ask you every times you go to log in to Windows Live Messenger.
