Newport glass sells kits:

There's a copy of Roger Ceragioli's old refractor-making article here: http://www.fortunecity.com/marina/manatee/1879/refractor/Refrindex.htm

This is a project for experienced glasspushers only!

Aluminizing a mirror requires a vacuum pump and chamber, plus a means of vaporizing the aluminum. Certainly not cost-effective if you're only doing a few mirrors. If you Google around or check old telescope-making books you should be able to find instructions on chemical silvering processes. Note that some of those processes are potentially dangerous.

Making an achromatic lens for a refractor is something only the most advanced amateur telescope makers would attempt, after many years of mirror making. A much more manageable project would be to make the mirror for a reflecting telescope. There are many books and kits available to do this.

If you have to ask here, you won't be able to ,manufacture your own achromatic lens. If you want to coat your lens you will need a France to vaporize aluminum (foil works) and a pre-figured blank for the mirror

Usually people grind the lens themselves and then send it out to have it aluminized. That's what my dad does.
