I have tried 25% water change and a 50% water change, nothing seems to be working.

I assume this is a fairly new tank and it's still in the cycling process. If that's the case then continued water changes are your best option until the bacteria you need multiply and take care of the problem. As others have suggested, you can use Amquel to keep the ammonia less toxic for your fish and that's the only product of it's type I would recommend at all. Many other similar products won't allow the bacteria to use the ammonia and therefore will prevent the tank from cycling properly.

As a few general guidelines, do be sure you're not over feeding the fish and be sure to clean the gravel when you do the water changes. Also, I would recommend you not clean the filter as that is the first lace the bacteria you need will grow. Cleaning the filter will only slow the process.

How long has your tank been set up? How many fish, and how long ago were they added? In the first month the bacteria needs to build up. Doing such large water changes is making it worse. Try some cycle in a bottle - I recommend Stability by Seachem. It will help build up the bacteria so that it will complete the nitrogen cycle.

Amquel plus works too, but slowly and isn't good if you haven't cycled your tank yet. Only use it if teh tank has been up for over a month.

Also, make sure to not overfeed. Only feed what they can fully consume in 3-4 minutes.

Clean the gravel take all the poop etc out
