Let's talk about how we make the girl image.

1. Make sure you are in the girl image layer. Use Polygonal Lasso Tool to freely draw a selection around the girl. (You can also use Quick Mask or Filter>Extract).
2. Make the selection as mask layer by click the icon in layer pallette.
3. Right-click the girl image layer and choose "Blending Options". This is the place where you will apply all necessary things that will give the final result, like Stroke, Gradient Fill (don't forget to change the blending mode to "Color" and its opacity if necessary), etc. Just play around, and click OK when done.

By doing it this way, your original image still intact, no need to redo because one small error, and it is much more easier for later modifications.

well photoshop is not something u can instantly pick up after u install it, it may take some time. but neways it looks like u make a selection of ur photo and put a stroke on it, like the black stroke that goes around the pic, then chose a different part and change the gamma and color settings. also most of the effects are filter, go into the filters tab and play around. i assume you're referring to Photoshop CS3, looks like they've created a new layer and applied a gradient adjusting the opacity of the layer

The majority of effects are under the filter tab and you can find a lot of easy alterations there.
