Those ragged fins are probably from ammonia problems in the tank. The water appears to be quite cloudy and that is also an indication of ammonia problems. I would suggest you first address this issue before worrying about the other potential problems. The best thing to do for ammonia problems is water changes. Start off with a 10-20% change today and another tomorrow. Follow that with a 25% change daily until you notice that the water is clear and stays clear without the changes. After that time change 25% or the water once a week to keep the tank clean. Also be sure you don't over feed the fish as this is a huge source of ammonia in a tank. Only feed what they can eat in 3-4 minutes, once or twice a day.

As for the telescope attacking the moor, there really isn't anything you can do but to separate them. Once a fish starts this behavior it will continue as long as the target is available.

Running it for 48 hours isn't enough. Not nearly enough. A tank that size needs to be cycled, and just simply running the filter doesn't do that. You need to do some research online about how to cycle a tank. Most pet store employees know nothing, they're just there because they can sell the stuff. It's best to do your own research, especially when it comes to fish. It could be that the fish were already sick when you bought them. But most likely, it's due to suddenly throwing them all into an uncycled tank.

Hmmm seems like an aggressive problem, well you need to isolate both fish so that one won't be biting the other, so you should get a tank divider, so that way there is a mesh wall in between the 2 fish, as of a result your fish will live.

Sounds like your black moor is a community fish, and you probably shouldnt have mixed it with a telescope eye fish, clearly an aggressive fish. Get two fish tanks.

It looks threaded, It looks more like fin rot/decay to me, But if that fish is chasing it get it another tank or return it to the store.
