The problem isn't bottled water, The problem is that the Army Corps of Engineers drained the lake to low last year in anticipation of a bad hurricane season.
The problem can be fixed by reinforcing the levee around the lake with rebar and concrete so it doesn't pose a threat and will retain more water safely.

The drought is fom the lack of rain ! If it goes on the spring water may or may not dry up ! Depending on if it is being fed by an underground river.
