Well, strings would then be the bottom of the "made of" hierarchy. Everything would be made of *them*. You'd simply have to define them in terms of their properties and leave it at that.

Strings in string theory are made of packets of energy. Each thread of string energy vibrate at a different frequency, depending on what they are being used for.

Strings are a mathematical conceptual tool, not stuff you can grab the ends of and stretch.
Eventually, both theories will be replaced and shown to be equally incomplete.
