If heat is really a concern, you may want to look into the new software "upgrade"(if you're running an injected model).
It uses the existing heat control method of cutting fuel pulses, but goes the extra step of cutting ALL fuel to the rear cylinder at idle.

Lower fairings on an air cooled motor are bad news anytime, summer or not. They keep your legs comfy, but steal air from the motor. Cooling air, that is. An air cooled motor needs all the help it can get, the 45 degree V-Twin most of all. I go as far as to spray out the front jug on my Dyna once a week to keep the dirt from lowering my ability to disapate heat. (I clean the rest of it also, but pay more attention to the front, which catches all the crap when I'm riding.)
I would ditch the fairings. In all weather. Get chaps. They will keep the weather from bothering your legs, and will come in handy if you have to road surf.

Since they only come on the Ultra, they obviously have no effect on engine cooling & that engine is an efficient cooler.
So it is just a style/comfort/convenience question.

For visual affect or for performance? It wont hurt performance with them on in the summer . It is all about the look as far as I am concerned. What if you are riding and it rains, you will wish you had them on. Ride safe!! Rubber side down!
