This is fairly easy. Right click with the mouse over an open area of the TaskBar, this bring up the TaskBar's PopUp window. Make sure there is not check mark next to Lock the Taskbar - If it is checked click there to unlock it.

Now you should be albe to click on the TaskBar and move is or drag it back to the position of choice (bottom of the monitor).

You will want to lock that TaskBar by click on the TaskBar's popup menu's "Lock the Taskbar"

See computers ARE fun!

Click in the center part of the task bar (that means not on any button) with the left mouse button, keep the button pressed and drag it down to the bottom.

It should automatically move down to its original position. When it is back to the correct spot, release the mouse button.

Move the cursor over top of the task bar. hold down the button on your mouse and move the task bar to the bottom of the screen or wherever you want it.

Click on the toolbar and hold down the mouse button and then move your mouse to the bottom of the screen while holding the mouse button down. If it does not move it is because the toolbar is locked. You want to right click on the toolbar and uncheck next to lock toolbar and repeat the first steps I said here. Good Luck!!

Also, if it's "stuck," right-click it and uncheck "Lock the Taskbar." Then drag and drop.
