in other words i travel out of state and my relatives do not have internet so i hook up my computer and change the phone numbers so they are local and were good to go but can i do the same with DSL or Broadband. There are no numbers to change so how do i know if its local so as to be sure no long distance will be charged with DSL, and is it possible to hook up my DSL modem and such on another number when DSL seems to be based on my home phone..

DSL is provided at the physical location (e.g. your home or office) and it is not something you can use like dial up services.
You could change to a cellular internet service which is offered by ATT, Sprint, and Verizon. These are similar to cellular voice service. As long as you are in their service area you can access broadband. Check carefully to make sure the provider provides service where you commonly travel. The cellular internet service is strong in major cities and not very strong elsewhere. All the carriers intend to roll this out everywhere but this will take time.

Your DSL is lock or attached physically with your analog phone line. the ip number assigned to the DSL comes form the phone company's network is is assigned by that part of the network (manually or automatically assigned).
DSL is normally a flat rate service that is not based on distance of location. Normally, unless an IP or domain block is in place, an ip will be able to connect or communicat with any other IP or domain on the Internet.
