If the "bugs" are in the wood, then prune away the damaged part limbs. If it is in the main trunk, then realize the borers are finishing off the tree, just as nature intended.
Wood boring insects are attracted to stressed plants. Once they move in, you can prolong your tree's life through proper watering and fertilization. IF you go after the individual bugs by ramming rods up the holes, but you'll end up doing more damage. Plus unless you know the insect's lifecycle, it may not even be in residence.
If the "bugs" are in the foliage, then ID is critical to determine what to do and use. Some problems you wait out, others can be controlled with nontoxic means and others require the "Silver Bullet," the heavy duty pesticide. Years and years of misuse of pesticides have caused them to be withdrawn from the market.
Get samples to your county agent for proper ID before determining control action.

Dig up around tree to air it out
then buy some stuff at hard ware to add to dirt
