It is Betty Flintstone. They said they could not make her look distinguishable enough so that children would know who it was supposed to be. She has since been added.

I believe it is Mr. Slate.
Mr. Slate was Fred's boss at the quarry plant where Fred Flintstone worked at on the cartoon, doing construction.
