Years of study,lots of sophisticated equipment,and some luck. The problem of getting saltwater fish through the larval stage is very difficult. Do some research.

Well try to get three fish as the dominant fish will be a female and then they will breed. If the dominant female leaves/die then the second dominant male will change it'g sex and mate with the other males.

Bright lighting, good filtration, a anemone could help with some live rock - this will provide protection for their eggs.

No agressive tank mates so they are not stressed.

it is the funniest fish i ever seen... maybe you can put live coral with him. not sure if that coral can produce something for that cute fish to eat.
