Sounds like an eye infection. This can be due to an injury, an infection, dirty water, dietary problems, etc.

The first step in the care is to review the care needs for your species of turtle. Since you did not offer this info, the best I can do is to direct you to the Care Sheets section of http://www.austinsturtlepage.com

Make sure you have the right temps, diet, tank size, etc. for your turtle, otherwise the eye problems will just recur over and over. Oh, and don't go by what you may have heard was right, or someone else did- there is a LOT of wrong info about turtle care out there!

Once the cares are right, most eye infections will clear up on their own. You can speed the process by:
- Using either "Turtle Sulfa Dip" or fish "Stress Coat" products per directions. Do not use both at the same time.
- Turning the habitat's temps up about 5 degrees
- Reducing the amount of stress- stop handling the turtle, keep noises and vibrations around it down, etc.

The membrane is the third eyelid also called the nictitating membrane. It is a normal part of the anatomy but the fact that it is so visible to you combined with the eye being closed indicates a problem. There may be an infection or some debris lodged in the eye. If it is a land turtle try soaking him in warm water. You can also get Polysporin ointment designed for eyes and apply that but I would strongly suggest a vet appointment if it doesn't clear in a day or so.

It is an infection, generally because of low water temperature. It is also possible if the aquarium is not cleaned at least once a week or you are giving the wrong diet.

If she is young and you bought it in a pet shop. Many times they are already sick. Turtles are transported in terrible conditions before they reach these stores.

Better to take her to the vet!! She can die from this!!
