I can see no way to waterproof from outside without digging. Normally, the dirt is excavated and the foundation is covered with a tarlike substance and possibly a membrane. Then drainage piping is installed. Do these "waterproofers" drive an old pickup with "out of state" plates?

Identifying the source is often the key to solving the problem. Contractors can justify performing work that is 'overkill'. however there are common methods performed.

Have a look at the below link for information, 'Post Construction Waterproofing' for internal remedies (opposed to external methods).

Get a contract with a guarentee. We had to dig around three side of our house (the back was not underground) and scrape the dirt off with a wire brush, then we put in french drains and tar all the way up to where the dirt line was. It worked and it cost us only the labor (ours) and materials. A contractor wanted 20 grand.
