Hey i foiund my sisters old phone i charged it, but i cant call people or text, is there anyway i can.?

Or are there other options like changing the number, because my sister bought a new one but kept the number, and i found this one but its the same number, can i change it for free, so i can call or text people

no. the phone company that that phone was with would have to activate it and it would cost you to do it.
