I have a theory that the jumble of noise in my head are from undeveloped personalities.Like things were bad but not bad enough to fully form alternate personalities?

alternate personalities form when a person is very young and abused. the voices could be other personalities, but more likely they are just voices. or just noise. see a professional for an accurate diagnosis.

How do you hear "voices"? I have a theory that you must be labelling your own "thoughts" and/or "dreams" as "voices". Do you get this "noise" when you are "sleepy" or "day-dreaming"

I have a theory that you are looking to get yourself labelled as "abnormal", so that you won't have to bother about understanding your personality or trying to improve yourself.

I understand that it is very fashionable to label yourself/someone you hate as "mad". Keep over-analyzing your/someone else's behavior without doing any preliminary study: it's what most people are doing these days.

Your "inner" voice is your conscience discussing issues with your personality. Sometimes your conscience will win through and sometimes not. You will also here your inner voice tell you to "quit" because that's always the easy option. Your personality has to be strong enough to win through because that's what builds your character.

They are all you most likely, unless you forgot to take off you MP3 earphones.

Have you read Dianetics? This book could give you an insight into what these voices could be. Have you heard of the 'Reactive Mind'?
