Actuall I think that stability is the issue here. Nitric acid can slowly decompose, so that the concentration of the label does not match what you actually have in the bottle.

Acid standards are usually potassium hydrogen pthalate, a standard the is very stable over time.

Nitrate salts also can be very reactive, so using HCL/H2SO4 tends to be safer.
