You're dealing with one of two possible conditions, depending on the size of the spots. If they cover a large area, this would be black smudge as hopeless said.

If they're smaller, as in dots (see photo: http://www.fishdeals.com/fish_diseases/black_spot/ ), these are the larvae of a parasitic fluke. If there are just a few, they won't really harm your fish. This conditions is more often seen in fish that are kept outdoors in ponds, but may ocassionally be found in aquaria. Since these require snails to complete their life cycle, any snails you might have in your tank (or pond) should be removed.

You can find information on both of these conditions at this link: http://www.fish-disease.net/diseases.htm

There are no black spot goldfish diseases as far as I know. Black spots are usually scabs over areas that are healing. Your fish could have scraped itself on something sharp in the tank, or if you have a new tank, it may be recovering from ammonia burns or some other water quality problem during cycling.

Rarely, the black spot could be a disease passed on by snails if the snail has been exposed to bird droppings (as in an outside pond) and is still in the first generation.

You need not be too worried, do 25-30% water change on every alternative day (not more) and add some non iodized epsom sea salt to your goldfish tank.

I think your fish should be ok.

There isn't any black spot diseases that I know of in goldfish. I would do a good water change and add some aquarium salt, but if you really think the fish is sick then you could buy some Melafix which is a medication that deals with most goldfish diseases. You can look it up at Petco.com.
